Open letter to Speaker Benge/President Pro-Tempore Coffee:

I write to express my deep concern and disappointment in the Legislature’s action last session to direct $16 million dollars to OMRF and $1 Million to the Jim Thorpe Association.

As an active Republican (I currently am Chairman of the Cleveland County Republican Party), I am particularly disappointed that this multi-million dollar pass through was orchestrated by a Republican controlled Legislature.

Once upon a time, Republicans used to oppose such inappropriate and underhanded expenditures of taxpayers’ money. In fact, it wasn’t too long ago when you were in the minority that Republicans would vehemently oppose these pass through deals made by the Democrats. Like most Oklahomans, and certainly the majority of Republicans, I remember the dog food plant that the Democrat-controlled Legislature appropriated tax dollars for.

Art. 10, § 15(A) of the Okla. Const. says it very plainly:

“15. Pledge or loan of credit – Donation – Exceptions.

A. Except as provided by this section, the credit of the State shall not

be given, pledged, or loaned to any individual, company, corporation, or

association, municipality, or political subdivision of the State, nor

shall the State become an owner or stockholder in, nor make donation by

gift, subscription to stock, by tax, or otherwise, to any company,

association, or corporation.” (Emphasis added.)

See Op. Atty. Gen. No. 80-283, wherein appropriations to the Oklahoma

Historical Society were deemed in violation of the Constitution’s

Prohibition. You can get to the opinions of the Okla. A.G. from the

Article 10, beginning with § 14 and including §§ 15, 16, 17 (local govt.) and 19. § 14 restricts the levy and collection of taxes to public purposes. § 15(A) prohibits the giving, pledging or

loaning the credit of the State (i.e. public funds) to any individual, company, association, municipality or political subdivision, except as provided in (B) thru (E).

Now that we are in the Majority – it looks like nothing has really changed. Sure, you don’t send the pass through to dog food plants -instead it’s going to medical research.

Republicans can and should support medical research. But the cause is not the issue here. Republicans must stand for accountability and transparency in government. The pass through scheme called for in Senate Bill 153 violates conservative principles and the Oklahoma Constitution, as our Republican leaders, you should know better than to keep on doing what the Democrats always did!

If you truly felt like spending $16 million for the OMRF and Jim Thorpe Foundation, then you should have done so in an open and honest manner. My understanding of the State Constitution is that it forbids such direct appropriations to private entities. Do you think that there is a good reason why there is such a prohibition in place?

While I am very disappointed in your leadership or lack thereof on this issue, I remain a devoted Republican. Please explain your position and offering reform minded solutions to how we can avoid this type of underhanded appropriation of taxpayers’ money.

Below is a short list of some of the companies that received state money.

1. Oklahoma quality awards program $75,000

2. Native American culture and education authority fund $7,079,742.00

3. Worldwide Creative Conference. $500,000

4. National Finals Rodeo ( Las Vegas) $200,000. This has nothing to do with Oklahoma

5. Indian Nations (Creek, Osage, and Tulsa Counties) $45,625

6. Jim Thorpe $1,000,000,00

7. OMRF $16,000,000,00 (private company that the Governors wife and another Henry are on the Board of Directors.

Here is a list of State Representatives that respects the Oklahoma Constitution and voted NO on the $16 million to OMRF and the $1 Million to Jim Thrope.

Banz, Cooksey, Dank, Derby, Faught, Johnson, Joyner, Kern, McCullough, McDaniel, RMoore, Murphey, Peterson, Reynolds, Ritze, Schwartz, Terrill, Thompson, Trebilcock, Wesselhoft, Wright.

In the Senate only one State Senator did not vote in favor of giving tax payers dollars to private companies. Senator Steve Russell.

The above elected officials are the only elected officials that voted to follow the Oklahoma Constitution. I, personally called numerous elected officials asking why they voted to violate the State Constitution, it’s clear they are more interested in being given a committee assignment (power) than doing what is best for the tax payers of Oklahoma. It is a total shame that we have elected Republicans that care more about following the orders of Speaker Benge and Senator Coffee than they do about the Oklahoma Constitution. Like one Legislator, stated to me, “If I had not followed Speaker Benge,  directions, I would have lost my committee assignment”

Over 300 people signed a “Free Our Health Care Now” petition urging Congress “to stop any increased role of the government in [personal] health care decisions” during this past weekend’s Cleveland County Fair. The petition,circulated at the fair by the Cleveland County Republican Party also states,

“I also petition the U.S. Congress to protect my right to choose my own doctors and hospitals without delay or denial, to obtain care that is patient-centered, and to have health insurance that is personal, portable

and best suits my needs.” The petition is also available online and is being sponsored by The National Center for Policy Analysis, a nonprofit,

nonpartisan public policy research organization,established in 1983. To date, over 1.3 million people have signed the petition.

 

GOP County Chairman Bobby Cleveland credits the County Party’s efforts to educate fairgoers about the health care proposal for its success in getting

over a dozen new residents to register as voters, and several who changed their party affiliation from Democratic or Independent to Republican during

the Fair. “The Obama-Kennedy health care plan has grabbed people’s attention and we are seeing a lot of interest in the Republican Party as

more and more people are concerned about the rapid expansion of government power.” “We printed out a copy of the Congressional Health Care version of

the bill and had it bound so fairgoers could see just how monstrous this 1000+page document is. People were shocked to learn that the bill calls for

huge amounts of new government programs and employees and erodes personal liberties and choices. We will be forwarding on the signed petitions to our

Congressional Delegation and we intend to hold them accountable for their votes on health care reform.”

The Republican Party hosted an event Tuesday, June 15, 2009 to honor the hard work each of its women organizations does for candidates in Cleveland County. Bob Cleveland was elected chairman of the County GOP a few months ago and believed it was time the women’s clubs were recognized.

“The women’s clubs in Cleveland County work together for our candidates, and great things are done. Cleveland County is fortunate to have 3 successful women’s clubs to choose from,” Chairman Bob Cleveland stated as he addressed the group last night.

The event was held at the Cleveland County Fair Grounds’ Event Center. A scrumptious dinner of barbeque, loaded baked potatoes and cakes was donated by the Hal Smith Restaurant Group and Kendal’s Restaurant in Noble.

 

The Frontier Women’s group was represented by former County Commissioner Jan Collins who gave an informative oration of her group’s past, present, and future expectations.

Pat Allen of the Helen Cole Republican Women’s Club gave an informative address emphasizing the importance of participation and friendship with any women’s club.

Pat Tautfest of the Cleveland County Women’s Club spoke on the long history of the oldest Republican women’s club in Cleveland County. Founded in 1954 the Cleveland County Women’s Club is among the oldest organization in the state.

Two Lieutenant Governor Candidates visited the event to announce their intentions to run for the open position in 2010. Representative John Wright of Tulsa and Colby Schwartz of Yukon addressed the crowd.

 

Congressman J. C. Watts was the honored guest speaker. Congressman Watts took time out of his busy schedule to come back home to Norman and address fellow Republicans. He also gave an update on his family. Watts stated that all is fine and that his youngest son Trey is graduating high school in Virginia on Wednesday. Trey will be attending the University of Tulsa in the fall.

As in the spirit and humor of J. C. Watts, he told the story of how he received a call from the United Negro College Fund asking for donations. He replied, “I am sorry but with three kids attending college right now, I am the Negro College Fund.”

Many Oklahomans myself included, were hoping Congressman Watts would run for Governor. He did not expound on his reasons for not running. However, he did address one issue that has been brought up about him siding with the ACLU. The issue was a vote that he and 5 other representatives went against the party line on sentencing guidelines for cocaine and crack cocaine. He believed along with the ACLU that there was a disparity on the time of sentencing for a very similar drug.

 Congressman Watts gave an analogy about Christmas gifts for his girls to express the state of the Republican Party today. He went on to tell of putting together a doll house for his girls on Christmas Eve and having all the parts spread out over the floor with only a few hours to finish. He said in one hand he had the directions and in the other hand was the glue. He asked the crowd which was more important the directions or the glue. Rhetorically he replied the picture on the box and that he relied on the picture on the box most of all at this critical time.

“What kind of picture are we Republicans portraying today?” he asked.

Congressman Watts went on further to commend State Party Chairman Gary Jones for his work and stated the picture was clear of what Oklahoma State Republicans stand for.

He said, however, the national picture is blurred and needs a leader like our former President

Ronald Reagan “who will once again bring into focus the conservative ideas.” J. C. Watts could certainly be that leader.

 It was a successful event with well over 100 in attendance. We raised more than $4,000 to further our cause for a full-time party headquarters.

If you missed the event, you missed a good dinner, good fellowship, and a chance to shake the hand of a gentleman who exhibits all the characteristics of possibly the next President of the United States.
