The proposed Vermont requirement at first blush appears to support gun owners and rights under the second amendment.  However I fear it would in fact be a form of &quot;registration.&quot; Essentially, one would essentially be identified as owning a weapon simply by registering as a non-owner. It may be the long way to get to there but the results would be the same.
