@ kirk, If everyone is armed it’s a non issue. Tougher to collect then as well.

If he’s been out of office 7 years it only gains momentum in the wonderful world wide web of wasted time.

i live in vermont and i carry a gun, an m1911a1 .45, i don’t mind “carrying” the non gun owners in terms of helping to keep criminals nervous, and them safe. let them have the free ride, it costs me nothing as long as they leave my rights alone. screw with my rights and i’ll do my best to make politicians unemployed.

2 Problems with this –

1) If you create a list of non-gun owners, you are accidently creating a list of gun owners and that’s just dangerous
2) It’s a damn tax increase

But I like the sentiment – Non-gun owners are free riders

This person has not served in the Vermont Legislature since 2004. But it is an idea to have a debate over.
